Rhonda Epps, LMFT
Owner & Executive Director
Rhonda Epps is a Licensed Marriage and Family Therapist and dedicated community leader whose career centers on service, empowerment, and advocacy. She serves as the Executive Director of Inland Empower Group and is the licensee and administrator of four residential facilities across San Diego and Riverside Counties.
Rhonda is passionate about building inclusive systems of care, uplifting vulnerable populations, and creating environments where individuals can thrive with independence, purpose, and respect.

Our Story
R.E. Care Homes was founded on a simple, deeply held belief: that every individual deserves a safe place to call home and the support to live a meaningful life. What began as a commitment to serving adults with developmental disabilities has grown into a family of care programs spanning residential homes, community day programs, and children’s residential services across San Diego and Riverside Counties.
Under the clinical leadership of Rhonda Epps, LMFT, our organization is guided by the same values today that inspired its founding — compassion, dignity, and empowerment. As a Licensed Marriage and Family Therapist and the licensee of four residential facilities, Rhonda brings both professional expertise and a personal dedication to every aspect of our care.
From structured daily routines in our residential homes, to enriching community outings through our Desire to Inspire day program, to creating safe environments for children who need stability — every program is built around the people we serve, helping them build skills, gain confidence, and participate fully in the life of their community.
