Rhonda Epps, LMFT is a Licensed Marriage and Family Therapist and dedicated community leader whose life’s work centers on service, empowerment, and advocacy. With a strong clinical foundation and a deep commitment to strengthening individuals and families, Rhonda provides compassionate, person-centered leadership that promotes healing and growth across every program she oversees.
She serves as the Executive Director of Inland Empower Group, a nonprofit organization focused on empowering underserved communities through supportive services, advocacy, and leadership development. In addition, Rhonda is the licensee and administrator of four residential facilities across San Diego and Riverside Counties, where she oversees operations, regulatory compliance, and quality care standards to ensure residents receive dignified, individualized support.
Under her leadership, RE Care Homes has grown into a multi-program organization serving adults and children through 24/7 residential care, community day programs, and children’s residential services. Rhonda’s professional mission is rooted in service — she is passionate about building inclusive systems of care, uplifting vulnerable populations, and creating environments where individuals can thrive with independence, purpose, and respect.
